1. There is a Mass effect 2 save editor, it lets you set the parameters of the ending of ME1. I'm not sure if this needs to be done early on into ME2 tho, for them to carry over into mass effect 3. All the parameters i set for mass effect 1/2 aren't picked up on the import to ME3, only the ones i actually did do.
2. This mod adds them as a new, fully functional bonus powers. All powers are available as a bonus ones and are unlocked along with campaign progress (details below). You can choose them just like any other bonus power, both from end-user side (when creating new character or at Normandy's lab via Advanced Training), and via console commands / save.

The power wheel only has 8 slots and the game starts you off with 6 and then allows you to pick a bonus 7th so if you want more than one extra bonus power on top of the original 7 you'll have to leave one of the original 7 completely unlearned(0 squad points in it) for each extra bonus power after the 8th. Go in Gibbed's editor. The title explains it all but this group is a fan group for the Video Games Mass Effect 1 (ME1), Mass Effect 2 (ME2), and Mass Effect 3 (ME3). You can always save in the medbay, then pay to get a new bonus power, make a new save, and view the code in gibbed. It will be under the raw tab, under player, then powers.
